In India, the Ministry of Micro, Small and Medium Enterprise (MSME) sector is recognized as the backbone of the Indian economy and promotes equitable development for all. The Secretary of State (Independent Commissioner) launched a postpaid payment portal for MSME or MSME Samadhaan. This allows MSMEs to register cases relating to delinquency by central departments, departments, CPSEs and states. Portal of   MSME Samadhaan:

The main purpose of the MSME Samadhaan Portal is to monitor late fees in the MSME sector, which are audited by the administration. It aims to enable small businesses and small businesses across the country to record payment delays associated with federal ministries and agencies, central public sector businesses, and all state and public sector businesses.

Features of MSME Samadhaan Portal:

The Portal provides various functions for entrepreneurs/SMEs. Some features include:

  • MSME can also access the portal to track cases.
  • PSE officers and departmental secretaries also quickly track MSE payment delays and issues.
  • Businesses may register a case if they do not receive payment from PSU or government agencies within 45 days.
Micro Small Business Development Act (MSMED) 2006:

Small Business Development Act (MSMED) contains various provisions regarding cases of late payments by small businesses (MSE). This Act contributes to the development and promotion of small and medium-sized enterprises (SMEs), as well as enhancing the competitiveness of small and medium-sized enterprises (SMEs). The slab ratios prescribed to determine the status of an enterprise under the MSMED Act is shown in the table below.



The following are benefits provided to companies registered under the MSME Act.

Required Documents:

The documents required when applying for deferred payment are as follows. 
  • You must provide a scanned PDF document with the defendant's work orders and the invoice generated for those instructions.
  • Document size cannot exceed 1 MB.
  • You can load up to 3 work orders and 3 invoices. 
How to apply for deferred payment?

  • Step 1: To file a late claim, you must visit the official MSME Samadhaan Portal.
Entrepreneur Validation
  • Step 2: Then click Register Case in the Entrepreneur / MSE Units tab that appears on the portal home page.
  • Step 3: You will be redirected to a new page where you must enter your Udyog Aadhaar number.
  • Step 4: Then enter your Aadhaar number or mobile phone number as in Udyog Aadhaar (help cases only).
  • Step 5: You will then need to enter the verification code shown in the text image.
  • Step 6: Then click the "Confirm Udyog Aadhaar" button. See
You will only receive a one-time password to the email address you registered with when registering for Udyog Aadhaar.
